The Windows 11 Insider Preview Build 23606 has replaced Windows Speech Recognition to voice access. You will view a pop-up, which prompts you to test drive voice access when WSR is opened. Microsoft has added a banner under Settings | Accessibility | Speech option. The Voice access makes use of on-device speech recognition, which enables users to manage PC and text authoring without an active Internet connectivity. Phone Link Renamed
